How P1 Registration Balloting Works

The 6 priority groups, distance rules, and how MOE allocates places when a school is oversubscribed.

When a school is oversubscribed in any phase that goes to ballot, MOE prioritises applicants in order of citizenship (Singapore Citizens first, then PRs) and then by home-school distance. Within each group, if there are more applicants than vacancies, a computerised random ballot is conducted. All eligible applicants in that group have an equal chance.

The 6 Priority Groups

1

SC within 1km

Singapore Citizens living within 1 km of the school

2

SC within 1–2km

Singapore Citizens living 1–2 km from the school

3

SC beyond 2km

Singapore Citizens living more than 2 km away

4

PR within 1km

Permanent Residents living within 1 km

5

PR within 1–2km

Permanent Residents living 1–2 km away

6

PR beyond 2km

Permanent Residents living more than 2 km away

Key Points

  • • Distance is measured from your registered residential address to the school.
  • • There is no benefit to registering early within a phase — all applicants in the same group have equal odds.
  • • If your group is balloted and you are unsuccessful, you proceed to the next phase.
