How P1 Registration Balloting Works
The 6 priority groups, distance rules, and how MOE allocates places when a school is oversubscribed.
When a school is oversubscribed in any phase that goes to ballot, MOE prioritises applicants in order of citizenship (Singapore Citizens first, then PRs) and then by home-school distance. Within each group, if there are more applicants than vacancies, a computerised random ballot is conducted. All eligible applicants in that group have an equal chance.

SC beyond 2km
Singapore Citizens living more than 2 km away
PR within 1km
Permanent Residents living within 1 km

PR beyond 2km

- • Distance is measured from your registered residential address to the school.
- • There is no benefit to registering early within a phase — all applicants in the same group have equal odds.
