How P1 Registration Works

Singapore's Primary 1 (P1) registration system allocates places in government and government-aided primary schools through a structured multi-phase process managed by the Ministry of Education (MOE). Registration runs annually from July to September, and your child must register for P1 entry the following year.

The system prioritises family connections to the school first (siblings, alumni, parent volunteers), then opens to the general public. Each phase has a specific window — once a phase closes, it cannot be re-entered.

The P1 Registration Phases

Each phase targets a specific group of applicants. Phases run sequentially — if your child is admitted in an earlier phase, they cannot move to a later phase.

Phase 1

Siblings

Eligibility

Child has a sibling currently studying in the school

Balloting

None — guaranteed admission

Priority Order

All citizens and PRs with a sibling in the school

  • Sibling's student pass or school report book
Tip: If you have an older child already enrolled, Phase 1 is guaranteed. No balloting, no competition.
2A

Phase 2A

Alumni & School Connections

Eligibility

Parent is (1) a member of the School Advisory/Management Committee, OR (2) an ex-student (alumni) of the school, OR (3) a member of staff at the school

Balloting

Rare — only if oversubscribed within the phase

Priority Order

2A1 (Committee members) before 2A2 (Alumni, staff)

Documents Required

  • Child's birth certificate
  • Proof of parent's alumni status or SAC/SMC appointment letter
  • Staff appointment letter (if applicable)
Tip: If either parent is an alumnus of the school, you qualify for Phase 2A. Joining the alumni association before registration strengthens your position.
2B

Phase 2B

Community & Parent Volunteers

Eligibility

Parent is (1) a Parent Volunteer (PV) who completed 40+ hours at the school, OR (2) an active community leader recognised by the school (e.g. Grassroots Leader, CDAC, Sinda, Mendaki)

Balloting

Yes — balloted if oversubscribed, by citizenship then distance

Priority Order

Singapore Citizen > PR, then 1km > 1–2km > 2km+

Documents Required

  • Child's birth certificate
  • PV appointment letter from school
  • Community leadership appointment letter (if applicable)
Tip: Start volunteering 2–3 years before your child's P1. Most schools open PV applications in Jan–Apr. You need 40 hours BEFORE the registration window.

Phase 2C

General Registration

Eligibility

Open to all Singapore Citizens and Permanent Residents not admitted in earlier phases

Balloting

Yes — most commonly balloted phase for popular schools

Priority Order

Singapore Citizen > PR, then Home-School Distance (1km, 1–2km, >2km)

Tip: International students apply in Phase 3. If the school has remaining vacancies, they may be offered a place. Otherwise, MOE will assign a school.

6 Tips to Maximise Your Chances

Start early — 2–3 years before P1

Parent Volunteer applications open in January each year. If your child enters P1 in 2028, start volunteering in 2026. Waiting until the year of registration is too late.

Distance matters most in Phase 2C

If you can't qualify through Phase 1, 2A, or 2B, living within 1km of your target school gives you the strongest ballot priority in Phase 2C. Consider this when house-hunting.

Research multi-year data, not just the latest

A school that didn't ballot in 2023 might have balloted in 2022 and 2024. Always look at 3–4 years of data to understand the trend before deciding.

Singapore Citizen beats PR in every ballot

In all balloted phases, Singapore Citizens are given priority over Permanent Residents within the same distance band. If your child is a SC, your ballot odds are significantly better.

Only register at one school per phase

You cannot apply to multiple schools in the same phase. Choose one school per phase. If not admitted, you move to the next phase and can try a different school.

Registered address must match during registration

For distance priority, your residential address must match your NRIC (SC/PR) or the address on your child's pass. Update your address before registration opens.

How Balloting Works

When a school receives more applications than it has vacancies in a given phase, MOE conducts a ballot. Balloting is done in priority order within the phase:

  1. 1Singapore Citizens (SC) within 1km of the school
  2. 2SC living 1–2km from the school
  3. 3SC living more than 2km from the school
  4. 4Permanent Residents (PR) within 1km
  5. 5PR living 1–2km from the school
  6. 6PR living more than 2km from the school

When is P1 registration 2026?

What happens in Phase 2C if there are more applicants than vacancies?
If Phase 2C is oversubscribed, MOE uses balloting to allocate places. Priority is given to Singapore Citizens over Permanent Residents, and within each group, preference goes to children living within 1km of the school, then 1–2km, then beyond 2km.
What documents do I need for P1 registration?
Core documents for all phases: child's birth certificate, NRIC or passport (for non-citizens), and immunisation records. Phase-specific documents may include PV appointment letter, SAC/MC membership certificate, or proof of address for distance priority.
Can my child register at multiple schools?
No. Your child can only be registered at one school per registration phase. Registering at multiple schools in the same phase is not allowed and may result in cancellation of registration.
What if my child is not admitted in any phase?
If your child is not admitted after Phase 2C Supplementary, MOE will post your child to a school with available vacancies. You may also appeal to your preferred school if it has vacancies.
