What Are PSLE Cut-Off Points?

Every year after Singapore students sit the Primary School Leaving Examination (PSLE), the Ministry of Education (MOE) runs the Secondary 1 Posting Exercise. Students are posted to secondary schools based on their PSLE aggregate score, their school preferences, and citizenship status. The cut-off point for a school is the PSLE score of the last student successfully posted to that school in a given year.

Since 2021, Singapore moved from the T-score system to Achievement Level (AL) scoring. Each of the four PSLE subjects (English Language, Mother Tongue Language, Mathematics, Science) is graded AL 1 (best) to AL 8. The PSLE aggregate is the sum of these four grades — ranging from AL 4 (perfect score) to AL 32. Lower is better.

How AL Scores Map to Schools

AL 4–9: Highly Competitive Schools (Integrated Programme)

Students who achieve AL 4 to 9 are eligible for the most selective secondary schools in Singapore, most of which offer the Integrated Programme (IP). IP schools let students bypass the O-Level examinations and proceed directly to A-Levels, IB, or a school diploma after six years. Schools in this range include Raffles Girls' School, Raffles Institution, Hwa Chong Institution, Nanyang Girls' High School, and National Junior College Secondary.

AL 9–15: Competitive Schools (IP and Express)

Scores in this range open doors to a broader set of IP schools and the most popular Express-stream schools. Singapore Chinese Girls' School, Methodist Girls' School, Anglo-Chinese School (Independent), Cedar Girls' Secondary, and St. Joseph's Institution fall in this range. These schools are highly sought-after and competition is intense.

AL 15–22: Express Stream

The majority of government and government-aided secondary schools offer the Express stream and admit students with PSLE aggregates in the AL 15–22 range. Students who complete Express will sit for the O-Level examinations at the end of Secondary 4. The path from here leads to JC, polytechnic, or ITE depending on O-Level results.

AL 22–32: Normal Academic and Normal Technical

Students with AL aggregates of 22 and above are typically posted to the Normal (Academic) or Normal (Technical) streams. Normal Academic students sit N-Level examinations in Secondary 4 and may progress to Secondary 5 before taking O-Levels. Normal Technical prepares students for ITE or polytechnic preparatory programmes.

How to Use Cut-Off Points Strategically

Set Realistic Targets Early

Many parents make the mistake of identifying their dream school and then working backwards. A more effective approach is to use current cut-off data to set a realistic PSLE target score, then build study plans around achieving that score. Consider the Programme, Not Just the School Name

Many popular schools offer multiple streams (e.g., both IP and Express). A student who just misses the IP cut-off may still qualify for the Express stream at the same school. When researching schools, look at cut-offs for each stream separately.

Account for Citizenship Priority

Singapore Citizens receive posting priority over Permanent Residents when both have identical PSLE aggregates. If your child is a PR, the effective cut-off you need to achieve may be one or two AL points lower than the cut-off for Citizens.

Plan for DSA

The Direct School Admission (DSA) exercise allows students to apply to secondary schools before PSLE based on talent in sports, arts, or specific academic areas. Successful DSA applicants are guaranteed a place at their chosen school regardless of PSLE results (provided they meet the school's DSA criteria). Preparing Your Child

The best preparation is consistent, well-supported learning throughout primary school — not last-minute cramming. Focus on:

  • English: Reading widely builds vocabulary, comprehension, and writing skills for all subjects
  • Mathematics: Master problem heuristics and mental calculation strategies from Primary 4
  • Science: Emphasis on process skills — observing, hypothesising, and analysing
  • Mother Tongue: Regular practice and exposure outside school dramatically improves performance
