Distance Priority Explained: How Living Near a School Affects Your Chances

Why Distance Matters in P1 Registration

Singapore's P1 registration system uses home-to-school distance as a tiebreaker when demand exceeds supply in Phase 2C. The rationale is that families living closer to a school have a stronger community connection to it, and should have a higher chance of enrolment.

Distance priority applies only in Phase 2C (and Phase 2C Supplementary). Earlier phases — 1, 2A1, 2A2, and 2B — use different eligibility criteria based on school affiliations and volunteer service.

The Three Distance Bands

In Phase 2C, MOE groups applicants into three distance-based priority tiers:

  • Within 1 km: Highest priority. Children living within 1 kilometre of the school gate are given first preference within their citizenship category.
  • Between 1 km and 2 km: Second priority. If vacancies remain after the within-1km group is filled, children in the 1–2 km band are next.
  • Beyond 2 km: Lowest priority. Admitted only after the closer-distance groups are filled.

Singapore citizens have priority over permanent residents within each distance band. So the full order is: SC ≤1km → SC 1–2km → SC >2km → PR ≤1km → PR 1–2km → PR >2km.

How Is Distance Measured?

MOE measures straight-line distance from your registered home address (as shown in your NRIC or child's birth certificate) to the school's main gate. It does not measure walking distance or driving distance — it is the shortest path as the crow flies.

What Address Is Used?

MOE uses the address registered with the Singapore government at the time of the P1 registration exercise — typically the address on your NRIC (for Singapore citizens) or the child's registered address. You must be living at the address at the time of application; you cannot register at a relative's address to gain distance priority.

MOE does conduct spot checks to verify addresses. Using a false address is a serious offence and can result in your child's registration being cancelled.

Does Proximity Guarantee a Place?

No. Even within the 1 km priority band, if the number of applicants exceeds the number of vacancies, a computerised ballot is conducted among all eligible applicants in that group. Living within 1 km means you are in a higher-priority pool, not that you are guaranteed entry.

For the most competitive schools — such as Nanyang Primary, Henry Park, and Ai Tong — even the 1 km band has historically been oversubscribed. In these cases, living within 1 km is a significant advantage but not a certainty.

Practical Implications for Families

Already Living Near Your Target School

If you already live within 1 km of your target school, you are well-positioned for Phase 2C. Check SGSchool's balloting history to understand whether the 1 km band has previously gone to ballot, and plan accordingly.

House-Hunting and School Proximity

Some families factor school proximity into housing decisions — particularly for very popular schools. If this is your situation, note that:

  • The 1 km boundary is measured in a straight line, not by road. A school may appear close on a map but the actual walking route could be longer.
  • Rental properties count — you do not need to own the property.
  • Popular schools attract many families who move nearby specifically for the distance advantage, which can increase competition even within the 1 km band.

Targeting Schools Without Balloting

A practical alternative is to target excellent schools that do not ballot in Phase 2C. Many well-regarded schools in Singapore consistently have Phase 2C vacancies without balloting.
