Understanding P1 Registration Phases

Every year, tens of thousands of Singapore parents navigate the Primary 1 (P1) registration exercise. The process is organised into phases — each phase opening spots to children with progressively broader eligibility criteria. Knowing which phase applies to your family is the first step to a smooth registration.

Phase 1: Sibling Already in School

Who qualifies: Children who have a sibling currently enrolled at the primary school (not just a former student — the sibling must be currently attending).

Priority: Highest. Balloting almost never occurs at Phase 1.

Tip: If your older child attends a school you love, Phase 1 gives your younger child a near-guaranteed spot. Plan your family's school choice accordingly.

Phase 2A(1): Committee Members and Endorsed Volunteers

Who qualifies:

  • Parent who is a member of the school's advisory or management committee
  • Parent who is an endorsed volunteer of the school (sometimes same as 2A alumni, varies by school)

Priority: Very high. Few applicants qualify, so few schools ballot at this phase.

Tip: If you are willing to take on a formal school governance role, this can be a strong phase to aim for — but positions are limited and competitive to obtain.

Phase 2A(2): Alumni and MOE Staff

Who qualifies:

  • Parent who is an alumnus or alumna of the school (formerly enrolled as a student)
  • Parent who is a staff member of MOE or the school

Priority: High. Many popular alumni schools (e.g. Nanyang Primary, Raffles Girls' Primary) see heavy demand at this phase, with some going to ballot.

Tip: If you are an alumnus of a sought-after school, register during the Phase 2A window — do not miss it. Check whether your target school went to ballot in recent years using SGSchool's balloting data.

Phase 2B: Parent Volunteers and Community Leaders

Who qualifies:

  • Parent who has volunteered at least 40 hours at the school before the registration exercise
  • Parent who is a member of a church, temple, mosque, or clan endorsed by the school
  • Active community leaders (e.g. grassroots leaders) endorsed by the school

Priority: Moderate to high. Significantly better odds than Phase 2C at popular schools.

Phase 2C: General Ballot (Open to All SC and PR)

Who qualifies: All Singapore Citizens and Permanent Residents who have not secured a place in earlier phases.

Priority: Within Phase 2C, priority is determined by citizenship and distance:

  1. Singapore Citizens within 1 km
  2. Singapore Citizens between 1–2 km
  3. Singapore Citizens beyond 2 km
  4. Permanent Residents within 1 km
  5. Permanent Residents between 1–2 km
  6. Permanent Residents beyond 2 km

Phase 2C Supplementary: Remaining Vacancies

Who qualifies: All eligible SC and PR children without a school place after Phase 2C.

Note: MOE automatically enters unplaced children into this phase. No action is required from parents.

Phase 3: International Students

Who qualifies: Non-citizen, non-PR children.

Note: Phase 3 is handled differently — it is school-administered and subject to available vacancies after all citizen/PR phases are complete.

Which Phase Should You Target?

In an ideal world, every family would qualify for Phase 1 or 2A — but that is not always possible. Here is a practical decision framework:

  • If you have a strong preference for a specific school: Research whether parent volunteering (Phase 2B) is viable. It takes effort but is the most actionable way to move up from Phase 2C.
  • If you are flexible on school: Use Phase 2C strategically — pick a school in your proximity band that does not regularly go to ballot. Many excellent schools have consistent vacancies in Phase 2C.
  • If you are a PR: Distance matters even more. Living within 1 km as a PR is equivalent to a SC in the 1–2 km band.
