Why Distance Is the Decisive Factor in Phase 2C

By the time Phase 2C opens, most popular schools have fewer than 20–30 vacancies left after siblings, alumni, volunteers, and community leaders have taken their spots. In Phase 2C, Singapore citizens and permanent residents who have no prior connection to the school compete for these remaining places.

When demand exceeds supply, MOE uses distance from the applicant's registered home to the school as the primary tiebreaker. This is why living close to your target school can make the difference between getting a place and going to ballot — or losing altogether.

The Three Distance Bands

MOE applies distance priority in the following order within Phase 2C:

Priority 1: Within 1km

Children whose registered home address is within 1 kilometre of the school are given the highest distance priority. At the most popular schools, Phase 2C places are sometimes exhausted within this group alone.

Priority 2: Between 1km and 2km

If places remain after Priority 1 applicants are accommodated, children living 1–2km away are next. At moderately competitive schools, this group typically secures a place without balloting.

Priority 3: Beyond 2km

Children living more than 2km from the school have the lowest priority. At competitive schools, families in this category face the most uncertain outcome — they may need to rely on the ballot.

Citizens Before PRs

Within each distance band, Singapore citizens take priority over permanent residents. So the actual order is:

  1. Singapore citizens within 1km
  2. Singapore citizens 1–2km
  3. Singapore citizens beyond 2km
  4. PRs within 1km
  5. PRs 1–2km
  6. PRs beyond 2km

How MOE Measures Distance

Distance is measured as a straight line (not walking or driving distance) from the child's registered home address to the school's main gate, using MOE's internal mapping system. Your registered home address must be a valid residential address in Singapore — you cannot use a relative's address or a workplace.

Verifying Your Distance

Parents can verify the approximate distance using the SGSchool "Find Schools Near Me" feature — enter your postal code and instantly see which schools fall within 1km and 2km of your home. While this is a useful guide, MOE's own calculation is the definitive measure.

Practical Strategies

  • Use our distance tool before choosing a school. If your shortlisted school is 2.3km away, you're in the lowest priority group. Consider whether a school 1.8km away might give you a stronger position.
  • Factor in your actual home address, not your intended home. If you're planning to move before registration, confirm the new address is within your target distance before committing.
  • Check how many places historically go to each distance band. SGSchool's P1 data shows total Phase 2C intake — if a school only ever has 10 Phase 2C vacancies, your odds even within 1km depend on how many neighbours also apply.
  • Have backup schools within 1km. Identify two or three good schools within 1km of your home so you have options if your first choice goes to ballot.

Does Moving House Help?

Yes — moving closer to your target school is one of the few things that can genuinely improve your Phase 2C outcome. However, MOE requires the child to have been living at the registered address for at least 30 months before the registration exercise to benefit from the 1km priority tier. Short-term moves made specifically for registration are checked and may be disqualified.
