Can You Appeal a P1 School Posting?
Yes. If your child is posted to a school that was not your preference following the P1 registration exercise, you can submit an appeal to the Ministry of Education (MOE). Appeals are assessed on a case-by-case basis, and approval is not guaranteed — but for families with genuine circumstances, the process is worth pursuing.
When Can You Appeal?
MOE typically opens the appeals window in January–February of the school year (after posting results are released in November/December). Deadlines are published on the MOE website. You must apply before the deadline; late applications are generally not accepted.
Valid Grounds for Appeal
MOE considers appeals based on:
- Medical or special needs: Your child requires specific educational support only available at a particular school, or has a medical condition that makes attending the posted school difficult.
- Sibling ties: An older sibling is already enrolled at your preferred school. This is the most straightforward and successful grounds for appeal.
- Moving of residence: Your family has moved or will move to an address much closer to your preferred school.
- Exceptional circumstances: Financial hardship, family situations, or other strong reasons that make the posted school unsuitable.
Note: Preference alone ("we like that school more") is not a valid appeal ground. MOE expects substantive reasons backed by documentation.
How to Submit an Appeal
- Log in to the MOE e-Services portal using Singpass.
- Navigate to the P1 Appeal section.
- State your grounds clearly and attach supporting documents (medical letters, proof of residence, sibling's school letter, etc.).
- Submit before the posted deadline.
What Happens After You Appeal?
MOE reviews all appeals and places successful applicants at the requested school if a vacancy exists. You will be notified of the outcome — typically by letter or through the MOE portal — within a few weeks. If your appeal is unsuccessful, your child remains at the posted school.
School Transfer During the School Year
If your circumstances change after school starts (e.g., you move house), you can apply for a school transfer through the school or MOE directly. Transfers are subject to vacancy at the receiving school. Sibling ties remain the strongest basis for both appeals and transfers.
Tips for a Successful Appeal
- Be specific and honest. Clearly explain why the appeal is necessary, using factual language.
- Include strong documentation. Medical letters from specialists, tenancy agreements, and official letters carry more weight than verbal explanations.
- Appeal early. Don't wait until the last day of the window — submitting early gives MOE more time to assess your case.
- Manage expectations. Appeals are not always successful. Have a positive plan for the posted school if the appeal is rejected — many children thrive at schools that weren't their parents' first choice.
